Santa
Rosa Cove is a planned unit development of 328 units located on 71 acres in La
Quinta. It lies immediately to the south of the La Quinta Hotel. It is a walled
and gate-guarded community with 24-hour roving patrol security. Its homes are
laid out among the popular KSL/PGA West Dunes and Mountain golf courses.
The original developer for Santa Rosa Cove was
Landmark Land Company. Construction started in 1983 and build-out was in 3
phases through 1989. The units are grouped in 3, 4, and 5-plexes. The final
phase of six lots have recently been purchased and will be built as
single-family homes. However, for aesthetic reasons and in order to match the
existing construction, the plans approved by the Association call for sets of
three homes to have a common wall in front.
The existing homes at Santa Rosa Cove are two and
three bedroom units ranging in size from approximately 1,300 to 2,400 square
feet. During the past year or so units have sold in the $225,000 to $550,000
range.

The Association handles the maintenance of the buildings, roofs, landscape,
pools, spas, tennis courts, and common area. The Association is in the final
phase of replacing the built-up roofs of all the units with polyurethane foam.
The energy savings to be derived from the added insulation value was a major
consideration in selecting this roofing system. Work on the final 17 roofs will
be completed over the next few years. Recent long-term maintenance has also
included the refurbishing of the Association’s pools and spas. Over the past
three years, all ten pools in the complex have had their decks resurfaced, new
fencing installed, landscaping upgraded, and the walls and pilasters raised.
Although long-term energy savings from the new roofs
was important, other considerations caused the Board of Directors to meet the
current energy crisis head on. Because of its close proximity to popular golf
courses and the La Quinta Hotel, Santa Rosa Cove is a very popular rental resort
destination. So, in order to avoid harm to property values, the Board did not
shut down the heat to any of the Association’s pools and spas last season,
despite the increase in natural gas prices, and is not planning to in the coming
season. Budgetary consideration for the expected increases made in advance
ensured that the Association could handle the sharp increase in natural gas
prices. The Maintenance Committee is currently working on solutions to aid in
conserving natural gas in the coming year.
A seven-member Board of Directors governs the Santa
Rosa Cove Association. Maintenance, Landscape, Architectural, and Security
Committees assist the Board. Valley Pools maintains the Association’s ten
pools and spa. Landscaping is maintained by Steven Burt & Associates. Burns
International provides security services. Lounge Bright is responsible for
cleaning and upkeep of the pool decks, pool furniture, and tennis courts. Light
Bright maintains the lighting throughout the complex.
Albert Association Management assumed responsibility for managing the Santa Rosa Cove Association this year. Association Manager is Carl McCullough. The Association office is located at the entrance to Santa Rosa Cove.
