The Springs Club

The Springs Club occupies approximately 400 acres in a central location in Rancho Mirage. It is accessible from gates on Country Club Drive, Morningside Drive, Frank Sinatra Drive and Bob Hope Drive. The project was built out over an 11-year period between 1974 and 1985. The developer was Ed Johnson, who also built Morningside Country Club.

At the heart of the development is a 48,000 square feet clubhouse offering every amenity one would expect, including an 18-hole championship golf course and 10 tennis courts. The Springs is a private, member-owned club.

The Springs Community Association comprises 817 homes ranging in accommodations from 2 to 6 bedrooms and in size from 2,300 to 5,900 square feet. Resale prices in 1999 ranged from $234,000 to $445,000. Most homes are situated on the golf course and many enjoy views over the several lakes incorporated into the golf course as water hazards. All homes are within easy reach of one of the association’s 46 pool and spa sets.

The association is governed by a 7 member Board of Directors. Management of the association is in-house. Association General Manager is Pat Smith PCAM, CCAM. A 15-member support staff assists Pat. This includes a receptionist, purchasing clerk, accounts payable clerk, controller, maintenance supervisor, electrician, 4 roof maintenance workers and 3 regular maintenance workers. One of the hallmarks of a successful association is its stability. It is a measure of the great stability of The Springs Community Association that most employees have 6 years or more of service. Pat has occupied her position for 12 years and her maintenance supervisor has been there for 15 years.

The Springs is a maturing association. In carrying out its duty to enhance and maintain property values, the Board of Directors is keenly aware of the need, not only to maintain the association’s physical assets but also to maintain its competitive position in the market place. The Board takes into account both existing developments and the many new developments under construction in the Coachella Valley.

In 1991-1992 the Board set in motion "Operation Face Lift." By means of a $2,300 per unit special assessment the association rebuilt the Bob Hope Drive and Morningside Drive gatehouses. The original dark colored home exteriors were changed to new lighter colors. Every home was relandscaped, which included the removal of overgrown shrubs and their replacement with new plant material. In addition, new landscape lighting was installed. This involved the removal of lights from lawn areas and their reinstallation in trees and on walls. This was a major electrical undertaking but has paid off in both improved aesthetic effect and savings in maintenance costs. Landscape lights are no longer prey to errant lawn mowers.

Since 1992 the association has been following a planned program of replacing its shake and flat roofs with funds coming from the reserves. More recently it has begun to replace its old mailboxes with a new, more modern design. This is being done without any special assessment. Aside from the need to replace a worn out element, these mailboxes are intended as a means to modernize the association’s streetscape.

Although it was not the responsibility of the association but because the golf course lakes at the Springs are such an important part of its ambience, the Board found it desirable to contribute to refurbishing them. It submitted to the homeowners a recommendation for a $5/mo assessment for 60 months. The homeowners approved the recommendation by ballot.

In the area of pure renovation, next up will be the replacement of old irrigation controllers with new models providing for the computerized control of the irrigation system. In the area of modernization, the Board hopes to build a recreation center and health club to keep up with current trends in resort community developments.

The Springs Community Association evidently benefits from a solid Board that knows how to operate a business and has built on the efforts of past Boards that had the vision to provide adequate reserve funds for the future.

The Springs has a 24 hours/day, 7 days/week central secured command center, which is staffed by an association employee during weekdays. Burns International provides all other hours of dispatch along with gate security and street patrols. All security personnelare trained in CPR and the use of an automatic defibrillator in the event a homeowner should experience heart failure in advance of the arrival of professional help.

Landscaping services are provided by Sunshine Landscape; pool cleaning by Ray Stairs Pool Service; pool equipment repair by Pool Technicians; Lake Maintenance by Southwest Aquatics; roof replacement by Petronella Roofing; and painting by Bobby Nilis Painting.

Says Pat: "During my 12 years at The Springs it has been personally rewarding to have been associated with so many talented Board members who have unselfishly dedicated many hours and days for the continued success of this community. I also firmly believe that this success would not be possible without our unique Association staff who work as a team and take pride in their individual accomplishments each and every day."
